Bill Stacia


Mr. Bill Stacia, President of The Stacia Group, LLC served over 26 years in the U.S. Navy as a submarine officer. Having commanded two nuclear-powered Fast Attack submarines and a large shore installation, Mr. Stacia has a deep understanding of how to train, organize, and equip staff to complete exceptionally challenging technical tasks to the highest standards and with the deepest sense of commitment. As President of The Stacia Group, Mr. Stacia is responsible for the overall vision of the company, its exceptionally high standards, and its desire to deliver unsurpassed customer service.

Retiring from the Navy in 2009 at the rank of Captain, Mr. Stacia helped found the government sales component of CounterTack, a cyber-security technologies company. As Vice President for Strategy and Development, Mr. Stacia supported the company through its first formal round of Venture Capital funding and development of federal sales go-to-market strategy. Knowing a start-up of his own was in the future, Mr. Stacia left CounterTack in 2012 and assumed the position of Director, Intel/C4IS of DMI, a Bethesda, MD based Information Technology services company. In that capacity, Mr. Stacia was responsible for overall management and success of three multi-million dollar Department of Defense IT programs.

In January 2014, Mr. Stacia founded The Stacia Group, LLC bringing to bear his extensive leadership, management, and technical expertise. The Stacia Group operates on the principle of what it calls “High Reliability Operations” (HRO). This term defines an approach to technical management and customer service based on Mr. Stacia’s experience in the Naval Nuclear Propulsion Program. That is to say that The Stacia Group develops formally written procedures for each customer mission and incorporates in those procedures lessons learned and industry best practices. Each staff member is trained on those procedures and is examined for level of knowledge and proficiency before being placed in a position of trust with the customer. HRO produces a highly successful, scalable, and repeatable approach to delivering singularly superb Information Technology services.

Mr. Stacia is a proud member of the Class of ’83 at the United States Naval Academy. He also holds a master’s degree in International Security Studies at The Fletcher School of Law and Diplomacy, Tufts University.
